Well my own Great Grandfather, who was a Railway Engineer, and his son
Thomas, went to France for two years to work on the French Railways. Thomas
became a newspaper magnate but his father was a bum and disappeared into
Shropshire deserting his wife and seven children. Drink was his illness.

Possibly your man was an expert on Iron Rolling. If you know which town he
was in in Belgium, then why not looking it up on Google.com and find out if
there were any steel works in the area. Lateral thinking comes in useful
sometimes.
