Dear Pam

Here he is in the 1881 census index. He appears to have parents that were
born in Yorkshire. His full name was Lawrence Edward Grace Oates. His
father later lived at Gestingthorpe Hall, Essex according to the Directory of
National Biography.
Born 17 March 1880 to William Edward Oates and his wife Caroline Anne
nee Buckton during his parents' temporary residence in London. Due to ill-
health he spent part of his childhood in South Africa. He was schooled at
Eton and joined a Yorkshire regiment.

Titus Oates was, according to the DNB, a perjurer who lived in the 17th
Century.
