Hi Marilynn,
Your James certainly did get married in 1883 and here`s the correct GRO reference:
J/F/M quarter 1883 James H STEPHENS. Volume 11A page 906. Registration district Swansea.
Drop the name Lily as she is registered as only Louisa JOHNS. She also calls herself just Louisa STEPHENS in the 1991 census for Swansea. Let me know if you want the image and I will send it to you off list as a jpg attachment.

However, enquiries made to obtain a copy of the marriage certificate revealed no trace of James Stephens having married in Swansea at all!! I understand that he married a lady named Lily Louise Johns yet I can find no trace of her either! I wonder if some kind person could assist me with a look-up for him.
