Insufficient information to identify Rhoda or connection to Whatcom County, Washington State.

Gannow, Burnley, Lancashire is in England. Do you have any emigration data to identify her parents left England, or if she left alone?

You identified the 1901 Census. That indicates a Canadian Census versus a US Census.

What was Rhoda's married name and where did she live? If she can be found in the US Census that would identify her immigration date...if she lived in the US. She could not have married until after the 1900 US census, "possibly" after the 1910 census, again if she was in the US.
