If it was me I would try to contact the city offices of the town in
question explaining what you are trying to achieve. Ask about the
availability of city directories, phone books or genealogical societies.
Use whatever means available to send snail mails to whomever might be in
the best position to help.
There are places n the web that can help getting your mails translated
if needed.
All this is assuming the internet options have been used. One year at
Christmas my stepfather asked me if I could get any information on his
family. With EXTREME luck a Google search popped up everything on his
family back to the seventeen hundreds in Germany. Even got him connected
to a branch of the family he never knew existed.
