Are you referring to the City of Richmond?

It is an independent city, having its own record repositories, but it is
surrounded by Henrico Co. (on the James River). Henrico Co has its own
courthouse.

Richmond County (not city) is a Northern Neck county (between the Potomac and
the Rappahannock Rivers). Suggest you consult an atlas, or perhaps view
Mapquest.

Happy hunting! (Virginia, like many states, is confusing. And guess how
many Madison counties, Washington counties, Jefferson counties there are in the
United States.)
