If Isaac was in Troy, likely it was very briefly. He was born 1798 and died probably late 1829. Son Isaac would have been born (as you suggest) by that time.
Unknown when he went to Cleveland.
Generally have not seen Vail's in Albany/Troy area, other than grandchildren of Arthur 3, and their descendants.
