Per the National Register of Archives, the Minutes of the Kensington Board
of Guardians 1838-1930 are indeed held by LMA Joint Archive Service of the
Corporation of London under Reference K/BG Go to
http://www.nra.nationalarchives.gov.uk/nra/corporate_simple.htm
and enter Kensington in the search engine and the details will be found
under Kensington Board of Guardians.

Now it is of course possible that War, Fire and Flood may have destroyed the
year you require, but then why have they not all been destroyed. It may be
that the Records are considered "Not fit for production" (because they may
be fragile) which is something you would have to take up with the Head
Archivist.

I suggest that you contact the Corporation of London direct on the email
address given.
