Brian, I like it - definitely has the right sound.
Google finds a few references to District Welfare Commissioners but in
Japan!
I am inclined to put this at the head of my list though.

PS I have been googling some more and discovered that this man corresponded
with Darwin, and lived the last three years of his life in Old Calabar in
Nigeria.
Incidentally, it appears the LRCPE might be LRCSE (licentiate of the Royal
College of Surgeons of Edinburgh) if another web page is correct.
