On my 1940 Manchester Map, the area bounded by Short St. on the North, Oak
on the East, Oakdale on the West and Coffee on the South, was a very large
vacant lot, for the most part. The 2 houses, at the corner of Short & Oak
were (and still are) there. Nothing else. This would cover the area where
the apartments were later built.
This area was often referred to as "Ingram Town" when I was a kid, in the
late 50's & early 60's. We used to play ball along the Oakdale side of this
lot.
