Hello Geraldine,
Civil registration of births was first introduced in Ireland in 1864, so before this date we are dependent on finding evidence of a person's birth from a Church record of baptism.
To make such a search feasible you must know the Church in question or at the very least a Parish and a denomination. "Born County Down" would, I am sorry to say, be an impossible search.
To give you an idea the following McKeown propertries are recorded in the County in 1858
