If you google for Royal Irish Constabulary Records you will find on the first page a guide from the PRO that will answer your questions. This page has a sample: http://myhome.ispdr.net.au/~mgrogan/cork/ric_vol3.htm . As they are microfilmed -- and that is where Herlichy got them....order microfilm.
You are sure to find the book in a library in Ulster somewheres....tried the Linen Hall Library??..... The catalog is on line here: http://www.linenhall.com/Catalogue.asp. Yup, it has a copy. Worse case, check next time y ou are in Belfast.

Does anyone have a copy of Jim Herlihy's book on the RIC with the index to
the names and numbers of all RIC men from the establishment of the force.
I want to find my great great grandfather, William Mackey, erstwhile of
Lisheegan in Finvoy, Co Antrim, who was in the force as far back as his
daughter's marriage in 1853. Seems you had to be in 7 years before you
could marry so he may have been a member since the mid 1840s.
