Richard,

Interesting, what you point out has more than a passing kinship to
foster parenting. We've now come full circle in child welfare to the
point that orphanages are being extolled as fundamentally more humane
than foster care. My inclination, and as a therapist and one time
correctional administrator I've been very close to this field, is that
perfection is not available in human systems. I'm sure there were good
masters of indentured people, and there were sadists and pedophiles, as
well. There is no reason for us to believe that an orphanage staff
will/would be any better. The only thing I feel I can truly say in
defense of an orphanage is that there is greater scrutiny in an
institution. In this way, evil will not go forever undetected.
