Information from the Personal Records Office, Northern Ireland:
There are a variety of records available. Because Co. Donegal is a
traditional part of Ulster, some records are kept at PRONI in Belfast (67
Balmoral Avenue, near Kings Hall, south Belfast). Because, since partition,
Co. Donegal is de jure part of the Republic of Ireland, some records are
kept at PRO in Dublin. Some records (the Ordnace Survey map sheets), due to
their nature, are kept at other locations such as the Dublin Valuation
Office on Ely Place.
Some records to be consulted are:

Few records for Donegal, but I was unable to conduct a comprehensive search
of these records, i.e. found one reference to a lease document for "James
Smyth, Co. Donegal", but was unable to access the record to due lack of time.
