Yes, I would tend to agree with your interpretation, Barbara.

It was not so much the notoriety brought by prosecution, than the
resulting conviction that is known to have caused persons to change
their name.

Persecution, however, did bring some folks to want to blend in. Then
again, without more details it is difficult to say what happened in this
case.
