I have never had a problem with the toffee section being too "gooey". I use a lasagne pan ( 10x13??) but I don't think the size of your pan was the problem nor the number of saltines.
I don't use a candy thermometer when making the toffee section, however my recipe specifies that I heat the butter and sugar mixture to boiling and boil for 4 minutes. Maybe you didn't boil long enough? If you have the time and ingredients, try again. It really is delicious!!
