Subject: Questions about cousins marrying and orphans

I was wondering if anyone knows (perhaps Father Owen?) what the rules/laws
were concerning first cousins marrying c. 1903? My great-grandparents were
first cousins, but the groom was (supposedly) an Irish orphan adopted into a
French family. I have been unsuccessful in locating their marriage record
so far, but the baptisms of their children state they were lawfully married.
Second question, were there any records kept for such adoptions? It would
have taken place c. 1880 in Charlevoix County or in Quebec City itself. The
adopted orphan in question did attend the Seminary in Quebec from at least
1891-1901.
Any help/advice greatly appreciated.
