Larry-

Having spent some time looking through Bay City, MI records I can
sympathize with your difficulty determining the original name.
I would suggest Picard and I have also seen Pecore in Michigan, which
may have been Picard, too.

What were the parents names on this record? Maybe someone can find
their marriage, since many French Canadian families arrived in Bay City
around 1880. Some came directly from Quebec, others made brief stops
in Ontario, before settling in Bay City.
