This was a piece in the newspapers of Keene and since I have seen queries
for the name thought I would put piece on list.

"We went to remove a beaver dam. We started to investigate further and
found there were sandbags inside the pipe," said Bruce L. Tatro, the
Keene city government's highway superintendent. "They were like grain
bags with sand in them. ... We pulled some bags out, probably half a
dozen." State highway crews lent a hand with the cleanup. Pillsbury
recalls his crew using a 6-inch cutter to break through the tangled mess
below the waterline. "What made that (clog) stick in everybody's mind was
the fact that canvas sandbags had been utilized," said Pillsbury,
contrasting the sandbags to those used by the state transportation
department.
