I am copying in Gordon A. Watts as he has the correct wording.
I can read and speak some French -- but I remember the
wording of the question could have been misunderstood
by both French and English language people.
One man at the senior's centre lives in an apartment building
with those of other languages -- he filled in at least 30 forms
because he knew the people - none spoke English or French,
and therefore did not know enough to contact the census
headquarters where over 40 languages were being used.

Muriel,

I will be honest here; I don't even remember this question being
asked, and since it seems to be raising a few hackles, I, for one, would be
very interested in knowing what the precise "English" & "French" & wording
of this question was?
