Hello:
This may have been asked before but I missed it. To which agency or
office would I address a request for information on the emigration
permits and files. I have been reading Clifford Smith's monograph and it
seems that there must be some very detailed records, including the
reason for leaving Prussia , such as religious reasons.This book only
takes us through 1854, but I would guess that the record-keeping
continued in the same way through 1857, when the Heuer's came to the
U.S. I have a copy of their passenger list, but I have not yet requested
a copy of their exit permit.

The permits were usually kept by the Landratsamt in question,
today at some state archive, many available on LDS films for 1800s.
Check for "emigration" and "Prussia".
