Not necessarily - I have 7 obits of kids under 10 including a few under 3 published in the Public Ledger in the 1880s & 1890s. It was probably expensive but not unheard of. If you have the death or burial date, you can email the Phila. Library at . They'll search and email the obit in a pdf file with an invoice - I think it's $5 (haven't done it in over a year and the price had gone up from $3). These obits include parents' names and home address (same as death certif.) and sometimes a poem.
