Hello Lyla,
Do you have an Ancestry subscription?
It takes a little time, but finding the ED district is fairly easy usuing
Ancestry. Click on Census, click on 1900 Census, click on Phila, scroll
through the ward to Ward 39 for you area. All of the enumeration districts
are listed with their respective boundaries.
I would go to Maquest and use that map to help find the ED.
