I would go directly to the Roman Catholic Archdiocese of Philadelphia.
Certainly, they will be able to help you when you outline the difficulties you've
encountered at the parish level. It's been my experience that copies of all
sacrements, i.e., marriage, baptism, etc. are stored at the archdiocese.
I'm sure you can obtain the address and phone number of the Philadelphia
Archdiocese on the internet. If not, call the parish, and they'll furnish you
