The instructions make sense. Maybe I just have had the bad luck to only
research in Philadelphia wards where the enumerator ignored the
instructions, because I've never seen full info filled in for anyone on
the (many) pages I've scanned. I'm glad to hear that there is hope, in
some sections of the city, at least... Thanks for the info.
