Yes, children could be in an orphanage with both parents living. My grandmother
decided she couldn't or didn't want to look after her two daughters (ages 2 & 4)
and left them sitting on the step to wait for their father to come home. She
took the baby with her. He placed them in the Episcopal Orphanage and they
stayed there until they graduated high school. He visited often but the mother
didn't.

It's funny how things run in families because her daughter (my mother) did the
same thing. I was placed into foster care, by the Lutheran Bureau, until my Dad
could get a divorce and remarry.

I know that both cases did not go through court. Mine did, only when my 'mother'
demanded visitation.
