William and Rhoda Bell (Prothero) Packwood are indeed buried in the Mima Pioneer Cemetery near Little Rock, Washington state, inside the Weyerhaeuser nursery there. Samantha's husband's name, however, was George W. Croll, not Jacob. I last visited their gravesites in August of this year.

I have William Packwood's lineage back a few generations but not Rhoda Bell's. Do you have her ancestry, by any chance? Also, I have a fair amount of information on William and Rhoda Bell's descendents (of whom I am one); if interested please advise. I'd be happy to burn a CD with what I have and mail it to you.
