Anyone researching in Ontario needs to have a reference copy of Brenda
Merriman's Genealogy in Ontario: "Initial compliance with the new edict
[1869 Vital Statistics Act) was erratic... Overworked municipal clerks
generally expressed little interest in enforcing compliance. Only by the
turn of the twentieth century were government officials satisfied that most
events were being registered." Note that even by 1900 it was only "most"
events that were registered.

Thank you to everyone who took the time to reply to my query about the
Newmarket Cemetery. I hit it lucky when Marian provided me with burial
details of the PARK individuals I was looking for plus another daughter.
But often, one answer leads to another question. The burial details from
Newmarket Cemetery did show Eva PARK who died in 1893 in Newmarket. Also,
another child of Eva and her husband, child being Laura Eveline PARK who
died in January 1888. But where are the death registrations for Eva and
Laura PARK? As well, I find no birth registration of Laura who was likely
born in 1885. Does anyone know if there were missing birth and death
registrations for Newmarket? I can see missing one registration, but this
would be 3 registrations from Newmarket that were missing between 1885-1893.
Again, thanks to everyone who offered suggestions.
