The Canadian Genealogy Centre has a good description of the records
for crossings into Canada. See:

Canada didn't keep records of people leaving Canada. The US kept
records of people arriving in the US.

Your relative moved to the US too early to have any record kept of the
border crossing.

You could get an immigration date for him if he was alive in the 1900
census or later census. Or if he married in Canada and his wife was
still alive in 1900.
