You are correct. Ops Township is the in Victoria County.

Subject: [ONTARIO] Victoria District Early Marriages

Hello
I am would like to find some one who has searched the early marriages from 1848
to 1854 and would you please tell me if I am searching in the correct area. I
see there is a Victoria District and would like to know if Ops Twp., Victoria
Co. is in this District. If this is not the case what District would Ops Twp.,
Victoria Co. be in?
I see there is an Eastern District as well.
