Could it be these indexes are not complete?

For Lincoln County
Port Dalhousie births are listed
St Catharines are not

But they are on Ancestry.com

I believe a few weeks back it was announced
the Marriages and Deaths were on the FamSer site and
I had the same problem - some listed, some not

And it's not a case of being transcribed wrong.
