His full records will tell you if Frederick was drafted or
enlisted voluntarily.

Both Americans and natives were accepted into the CEF so if
he enlisted he would be accepted

If Frederick was drafted he might have used being American
as a reason to be let off.

My husband is pretty sure the draft did not begin until
later in 1917 so Frederick most likely enlisted. Perhaps he
found that he wasn't happy during training and used his
American citizenship to get out.

Have you sent for his full set of records?
