Hi Pamela,
Have you checked to see if Nellie Chilcott EVANS - passed away?
Family stories sometime - get a little mixed up.

it is possible that Nellie was sent to live at another home. if the
mother [your Grandmother ] had many children ,perhaps younger - to
care for. *for Nellie's good.
*I have a family with 7 living young children, then a baby daughter
- the mother became pregnant again , right away -and a frail baby boy was born.
The father was unemployed at the time. A man with big dreams - but
little hope.
The baby girl was given to neighbours/friends - to care for -until
the mother could get on her feet - and the baby boy was well.
The little girl - stayed with the neighbours/friends - till she was
14 years old - she did visit her birth family at times. This new
family loved her - and considered her a daughter -sister-niece -
granddaughter. The little girl returned to her family at age 14
The father had become successful.
Perhaps Nellie - was in a similar situation - but never returned home
- perhaps married.

As to the Photograph. That appears to be a Photographers Studio photograph.
They had various backgrounds - settings etc - all usually very formal
- sometimes a little less with a child's photo. It was a trend of the times.

Have you checked - for a Death of Nellie Chilcott Evans?
If she was reported Missing - there may be a news story .
