Hi Liz:
No, the Ontario govt won't help you with this as the films are available
to the Public through your local LDS family history centre.
Ancestry.com has the Ontario death reg's indexed and online and I
looked, as Jackie did for you but there is nothing online for his death
in 1895, just the entry she sent you.
However, the online indexing is not totally reliable, spelling errors on
the originals, etc, so you need to go to the Family History centre and
they will either have the Ontario Death Index films in stock or can
order them for you, and once you have the registration number from the
Index film, you can order a copy of the death reg through them.
Go to www.familysearch.org to find a centre near you.
You likely already have the 1881 census entry for him:

And, yes, his death should have been registered but many, many were not
so there are no guarantees. As well, it can happen that over the last
100 years, some vital records may have been lost, destroyed in fire or
flood, etc.
