Hi Wayne

Usually this kind of record indicates where the person was
born (for example "New York" for Clinton) and secondly
where they are residing at the time of the event ("East
Orange NJ" for Clinton)

You should check the original source so that you can be
sure that place of birth came first, and residence second
(in case they are reversed)
