Theresa -

I believe at least part of the reason you can't just send in Canadian funds
is that the cost of mailing to out of Canada destinations is considerably
higher.

Here are the costs to mail a no. 10 envelope, regular weight -

Canada
.48
U.S.
.65
All overseas destinations (Britain, Australia etc.) $1.25

The cost to mail the FAMILIES/Newsleaf packages (4 times per year) is higher
and presumably proportionally higher to out-of-Canada - you can see there
is quite a difference in cost over a year.
