Not necessarily. The Crown granted land to others than just UEL.

Only that he was granted the opportunity to fulfill the obligations
(conditions) that would lead to ownership. These conditions often involved
improvements to the land. In some cases these patents were sold and the
original grantee is not even recorded in the abstract title.

Your best (most informative) source would be the original petitions which he
would have submitted to request these lands. They would include the basis of
the grant request - such as being a loyalist.
