Sorry Jean There definitely is water there! That is where I just
moved from!

The Rainy River flows between International Falls, Minnesota and
Fort Frances Ontario.

There is a toll bridge there, owned by the Mill, as well as a
Customs house etc.. Ask any professional trucker - they can tell you
how it bottle necks when the Americans come up to their cottages
during the summer!
