Hi Charlie,
I think you may be referring to an Ontario Archives film (number ???)
and there is a publication entitled "The 1817 Census of Perth Lanark
County, Ontario" done by Mildred R. Livingston, October 1980
ISBN-0-920992-05-6. I think it's less than $10 (I bought it a few
years ago).
She's also done:
Lanark, Perth, & Richmond Military Settlements : Census &
Assessments, 1817 - 1822
Livingston, Mildred R. [Prescott, Ont. : M.R. & E.A. Livingston],
1987 $10.00
You'll find her at St. Lawrence Crt., Prescott, On K0E 1T0 (613)
925-4962.
I found a listing for the second book on the Lanark Co. site

publications :-) but not the first.
