The info came from ancestry.com "U.S. IRS Tax Assessment Lists 1862-1918".
ApparentlyCongress established the Bureau of Internal Revenue on July 1, 1862.

I think Olmstead Street was near Cohoes. My Mahoney ancestors lived at 17
Olmstead Street and we found i on an old map.

Don't know what you are reading, but the IRS did not exist in 1865.
Also, I don't know an Olmstead St here in Albany.
