Many people had birth certificates issued in the 1940s when they were adults. In many cases it was because of their need for security clearance to do war work.
The death records are created at the time of death. Marriage records are based on information provided by the couple, who are usually in their right minds -- well, sort of.
You mentioned Social Security records. Have you been successful in finding them there? That would be after 1936.
