You're welcome. I found it by accident. I'd read a
story in the Schenectady Gazette about Albany's
parking fee increase and was hoping to find a
corresponding story in the Times-Union so that I
wouldn't have to monkey around with the copyright
issue. The story's here:

If it's gone by the time you read this, all it says is
that a quarter will buy you 12 minutes (instead of 15)
at a short term parking meter in Albany. This will go
into effect on Jan. 2nd.
