Here is more in depth info on the maintenance downtime, from the Rootsweb
Review:

ROOTSWEB TAKES A BREAK. Starting at 8 a.m. PST (11 a.m. EST; 4 p.m. GMT) on
Friday, 23 February, RootsWeb will begin a planned temporary downtime for
maintenance of its servers and hosting process. It will limit this downtime
as much as possible, and will return with increased performance and
reliability for future growth.

In the meantime, please take time to visit RootsWeb's sister sites --
Ancestry.com and FamilyHistory.com -- where you will find additional tools
such as message boards, communities, and databases to help you in the search
for your ancestors.
