If my grandfather, Jose Maria Cervantes, a pioneer military pilot, was killed on July 8, 1920, in Tinajitas, Zacatecas, Mexico, in a military airplane accident, along with the famous pilot Carlos Santa Ana Carabeo and two others.....would I apply to the Registro Civil y Notarios in Zacatecas, Zacatecas, Mexico for his death record or do I apply in Mexico City because he is buried in Panteon Frances?
