Hi Paul,
I don't think the card was printed on modern stationery as it is a copy of the original CR10 card at Southampton Archives and has the date "8/18" at the bottom.
I'm wondering if N.H.Insurance at that time (prior to 1948) was a different thing altogether ? Maybe non Government?

One wonders if a more modern stationery hasn't been used when
reconstructing the record ? There can't have been any NI or NH
numbers prior to Jul 1948, which was when legislation resulting from
the Beveridge report of 1944 was introduced ?
