The HelpDesk does not "manage" mailing lists. There is one RootsWeb staffer
who is listmaster and oversees list matters. RootsWeb's volunteer list
admins actually "manage" their mailing lists.

The HelpDesk has a staff manager and several volunteers who are trained to
answer various questions about RootsWeb and questions requiring staff answers
are flagged for staff attention.

<<P.S. What I haven't found out yet is whether "Andrew" is one of those
workers at the Help Desk, or whether he has a separate office! But, in
mid-July, another researcher and I applied to start up a new List -- we
think a much-needed List -- and "Andrew" DENIED our request - no further
discussion on matter !

I couldn't believe that he had said, "NO!" But, it was a few weeks later
when I found out about this "migration of Lists." So, perhaps "Andrew"
was already caught up in the many decisions being made in his office -- and
didn't want to "deal with" the start-up of new Lists.>>

Andrew is, at present, RootsWeb's listmaster. Decisions as to the approval
or denial of new list topics depend on many issues--for instance, while
duplicative list topics are sometimes approved, duplicating subject matter of
existing lists is somewhat discouraged. In any case, Listmaster's determination
would be the final say in the matter of approval or denial of a new list.
