New rules that hit a list because of the changes to the digest format that
people are now receiving because of mailman. The ones who are new to inline
digests are sending the whole digests to the lists.

I spent quite a bit of time earlier today changing all my lists settings to
20kb so those digests go to pending and if they are a long post I can
forward them. If they are a whole digest and response I can reject and
explain that they need to clean them up.

Right now the lists are auto on 40kb's and digest at 30kb's.
