The REPLY TO setting isn't working ANY differently under Mailman than it did
under SmartList. If the list is set to reply to SENDER then hitting reply
goes only to sender, hitting REPLY TO ALL goes to both list AND sender. If
the list is set to REPLY TO LIST then hitting reply goes to the list (hitting
REPLY TO ALL goes to the list address twice--but the dupe copy gets blocked by
the list software). However for lists with the REPLY TO LIST setting, where
the poster has an individually set REPLY TO header, RootsWeb will not
override that and replace it with the LIST address so it reverts to REPLY TO
SENDER.

That is how it has always been and still is.
