I don't know if this is helpful, but you can apply in person at the Arlington Heights Memorial Library for non-resident access to their on-line databases. Among others, they have Proquest, Chicago Tribune Historical Archives, America's Obituaries and Death Notices, etc.
Using Online Services From HomeFor NonresidentsNonresidents must register annually in person at the library's Catalog & Internet Desk. You will need either a valid public library card or a photo I.D. to register. Specifics can be found on the registration form. You can print and fill out this form at home and bring it with you to the library
