Chicago 1892 directory had a Tobias Burke, 10yrs in the Precinct/
So he was at this address for 10yrs: 2070 (or 2010) Carroll Ave.
This looks like the same address I gave you for John E. Burke.

Couldn't find him in 1900 census, but I didn't have time to check all
